    To The US Government: Take Another Closer Look at President Kiir's Failed Government in South Sudan

    Time has indeed come for the new US Administration of President-Elect Barack Obama, as he prepares to assume the White House, to critically and closely take another look on the existing relationship with the GOSS under Sudan’s First Vice President and South Sudan President, Kiir Mayardit.

    For sure, GOSS president Kiir’s arrival in Washington to meet first outgoing President Bush and later, incoming President Obama clearly reinforces the strong support that the US is giving the SPLM leadership under Mr. Salva Kiir Mayardit. This demonstrates the apparent US bias towards the SPLM while it pursues an antagonistic policy against the Khartoum NCP peace partners which America accuses of genocide in Darfur and of involvement in international terrorism.

    Whereas the South remains deeply indebted to the US and particularly to outgoing President Bush for his support in the achievement of the 2005 CPA and subsequent financial aid to the SPLA and the SPLM-led government in Juba, the CPA is in a perilous state of suspended animation. Its major components, so far, aren’t implemented or seem virtually un-implementable.

    In his advantageous position, Mr. Kiir will be presenting to Washington a list of grievances and accusations against Khartoum and definitely he’ll be passing all the blame for the CPA impasse on the NCP, in an attempt to appear the good guy. This is true and false.

    Obviously, Khartoum NCP partners have been habitually obstructionist particularly in the non-implementation of some articles of the CPA. However, given the SPLM and Mr. Kiir’s abysmal performances since coming to power vis-à-vis the NCP, the Sudanese people and particularly we the southerners, have a lot to be desired.

    Bonded in partnership with the NCP in Sudan, the SPLM led by Kiir has perplexedly confounded southerners by its political dilettantism, ambivalence and ambiguity. Increasingly, southerners are baffled as to whether Kiir and group are capably educated sufficiently on their responsibility as joint rulers of Sudan, as interallied partners to the CPA and as able statesmen to both Sudan and the South.

    Undeniably, the CPA is loaded with crucial omissions. The Darfur problem was deliberately skewed during the negotiations in Naivasha so as not to impede the expeditious signing of the CPA. Inexcusably, Darfur and the impending ICC-Bashir conundrum shouldn’t and mustn’t be belatedly juxtaposed as impediments to the progress of the CPA implementation.

    Basically, in the opinion and strong conviction of most south Sudanese, the SPLM and Mr. Kiir have the responsibility of insuring that the CPA achieves its sole objective, which is to liberate the South. Regrettably, the SPLM insistence and pursuit of the so-called ‘New Sudan’ concurrently with our desired goal is unacceptable, ambivalent and confusing.

    Thus the SPLM is in perpetual paralysis. Kiir deliberately abstains and absconds from his duties in Khartoum as First Vice President and as a significant member of the Presidency along with Al Bashir and Taha. The SPLM leader and Vice President Kiir often has to suddenly react belatedly in shock and awe, after some major decisions have been unilaterally taken by the Presidency, mostly due to Kiir's inexplicable dereliction of responsibility.

    For the past three years therefore, the northerners have always taken advantage of Kiir’s incoherence and incomprehension of the powers that have been constitutionally bestowed on him by the CPA. This begets the question: does Mr. Kiir really know how to run a government?

    As specifically stipulated in the CPA, the institution of the Presidency which is to safeguard the peace, compels President Al Bashir to seek the consent of First Vice President, Kiir, before making decisions on pertinent issues; this is what's meant categorically in the Power Sharing protocol as “a partnership and collegial decision-making within the Presidency.” So, where’s Mr. Kiir in the Presidency?

    More dithering by the SPLM and Kiir recently on issues like the Census and the National Elections, have further shattered our confidence in Kiir’s leadership. Instead of being duly seen as partners to the NCP, the SPLM and Kiir are apparently deemed now as opponents. This, unfortunately, impacts negatively on them and on the smooth implementation of the CPA.

    Not surprisingly, in aberration to their commitment, the SPLM and Vice president Kiir have resorted to seeking out allies with other equally dangerous political parties mainly from north Sudan to undermine their very partners to the CPA, the NCP and Al Bashir. The SPLM must understand that the CPA was signed with the unpalatable NCP partners; all the other northern parties are maliciously using the SPLM by making such bogus alliances in order to ultimately destroy the peace and completely abrogate the CPA.

    Whatever motivations the US might be harboring against the Arab North Sudan regime of Al Bashir, the aspirations of the people of the South simply might not be in tempo and congruence with America’s intentions. Our suffering can’t be prolonged any farther by the political maneuverings of some individuals in the SPLM for self-interest in a war of proxy against the Arabs at the behest of America.

    More pertinently, the incoming US President Barack Obama must be extremely circumspect about the ambitions of the SPLM leadership who’re needlessly arriving in big droves on Washington DC. With his African background and being intellectually cognizant of that continent’s past predicament, Obama must carefully avoid the political errors committed during the Cold War era when the US unforgivably erred in supporting failed regimes in Africa like Mobutu, Kenyatta and Sudan’s Nimeri, at the expense of their own oppressed citizens.

    Without exception, all those pro-USA governments in Africa fatally failed their countries which they hopelessly misruled, looted and underdeveloped, while the US administration turned a blind eye.

    It is on this point, as concerned south Sudanese, that we sincerely appeal to President Obama not to just blindly support Mr. Kiir and the SPLM and keep pouring more money down the drain without stipulating some conditions on them.

    In spite of billions of dollars received in the last three years by Mr. Kiir’s GOSS from donors like the US and also from the 50% share of the south from the national oil revenues, South Sudan president Kiir has absolutely failed to properly utilize the monies for the intended purposes for which the money is meant such as delivering the so-called peace dividends, the anticipated development and the establishment of good governance.

    Today in South Sudan, despite the oil riches and other potentialities for prosperity (if there was a good government), the majority of the citizens can’t even afford one square meal a day. Schools, roads and hospitals in the south are as sparse and unavailable as ever for the majority while millions of looted dollars are continuously repatriated to the USA by the looters in Mr. Kiir’s SPLM government.

    Massive corruption of the aid money is rampant and done with absolute impunity and immunity; there is deliberate and egregious subversion of the rule of law, sham democracy and deteriorating insecurity because the Kiir government is dominated by his tribal and village entity.

    South Sudan and its people remain in perpetual state of political asphyxiation and economic stasis. With guarded optimism on the future success of the CPA, south Sudanese remain a dismayed nation and a cheated people who’re being ill-serviced by a regime with poison-laced rhetoric of good governance, mostly for consumption by the international community, including America.

    Ignoring these most basic digressions and spoilers of nation building in any government in Africa have proven disastrous always. Vice President Kiir will present to the US President a tall list of his priorities, but the US president should straight-facedly tell him: “Ask not what America can do for your people but what you, Mr. Kiir, has done or will do to your own people in South Sudan.”  SSN Editor Comment...Click Here
